Mozart wrote his Oboe Quartet in 1781 for Friedrich Ramm, principal oboist of the Mannheim Orchestra, who had played the Oboe Concerto (K. 314) a few years previously. This is a transcription for bassoon and piano, transcribed in the key of B-flat (original in F) by Morcechai Rechtman. It is a practical performing edition, but this wouldn't preclude filling in a couple of articulations here and there. The solo part is for fluent readers of tenor clef; almost the entire part is in tenor clef.
